there was a drip from the oil filter which was cured by tightening the bolt. what i did notice though, was that oil dripping out was black, whereas the oil on the dipstick was clean. does this mean that fresh oil is not going through the filter?

As long as the oil pressure light is not on and the oil in the sump is clean I don't think that it's anything to worry about. Remember that the oil filter exists to clean the oil - one side of it will have dirty oil and the other side clean.
Tightening the bolt isn't always a good idea as you can pull the bowl out of shape and make things worse. When you change the oil filter make sure that you change the o-ring seal at the bolt end of the bowl as well as the seal at the open end. The o-ring seals don't come with the new filter so you have to buy one separately.
