auto gear change not going into 3rd and 4th

Hi friends I have a: 

* 1995 Mayfair * - when i bought this one the previous owner had complete auto box replaced, and the car has only done 32,000 miles but i have a problem. The gears change does not seem to change to top gear. i can get forward and reverse gear, when you drive in D selected the gears only seem to go from 1st into 2nd gear as you drive upto 30mph doesn't go into 3rd and 4th
I have checked the gear selection cable/linkage and the kick down linkage seems to ok
Any advice please before i start pulling the unit out

Hi, I assume your car has only 1,2,3, forward gears selectable manually? Does 3rd select manually? if it does the govenor may be stuck on its shaft, I had this where all gears worked fine in manual but it stuck in 1st in D, I did pull the unit and unstuck the govenor through the two bolt flange that the kickdown shaft goes through, The govenor had become rusted to its shaft!.

Many thanks for your help, it does go into 3rd but not top gear. It was new box fitted by previous owner 
looks I will have to have unit out.
i will come back on my findings
